Representatives of stakeholders are first called upon to take part in an expert group. If necessary, experts from outside the foundation can also be involved.
The Technical Committee supervises the expert groups, and the group, therefore, reports directly to the TC. The Technical Committee assesses amendments or additions (coming from the expert group) to the standard. First, proposals are put to the vote of all stakeholders by the Technical Committee.
